I have a critical piece of advice if you want an off leash Norwegian Elkhound. Train off leash first. Get the pup up into the timber, mountains, remote terrain near you and hike with the pup off leash from the day you get him home. The earlier you get the pup to the remote terrain and work off leash the better.

Norwegian Elkhound Training Tips
Do off leash for 20 minutes in remote terrain
Sit down for 20 minutes and let the pup hang around you – he won’t go anywhere far
Do NOT train on trails, it just teaches him to go to the end of the trail, even if it’s miles
Walk in some circles, not in straight lines, force him to focus and pay attention as a pup to you
No treats, just big fun times when he comes to you.
Do not over use the commands
Watch his ears, he will check in with you by flashing his ears
I’ll put together more tips but off leash requires you to get the pup to the remote terrain where no trails exist and then start walking around. That is the entire beginning to a successful off leash dog.
